It had been agreed - a long time ago - that my brother would look after the kittens while we were on vacation in July and in September.

July has gone without problems, and now it is September.

And now he suddenly says it cannot be asked of him to look after the cats twice a day.

Surely once a day at the most must suffice. [For surely the needs of three cats can be sufficiently taken care of once a day.]

After all, he has his own schedule. [His holiday job is over, and he is at home all the two weeks, but he has his own schedule.]

And what if he had made his own plans, like vacations, for these two weeks? [After all, if something has been agreed on in July, it needn't necessarily hold until September.]

And he will not get anything done for university if he has to look after the kittens. [An argument that will get my parents on his side, so it is important.]

For if he has to work for university, he needs to motivate himself properly. And he cannot do that if he has to get up at 10 am, drive to Solingen to feed and clean the cats, drive back, have lunch for one and a half hours (he always combines his lunch with a DVD movie). By that time it will be 2 pm, at which point he will have to mentally prepare for writing his term paper. Then he can work on that for two hours before he'll have to think of driving to Solingen again. And when he is back from that, he will no longer be in a mood to do anything for university. So if I demand that he takes care of the cats twice a day, I will ruin his career as a student. [The last statement is my interpretation; the rest is a quote, merely translated.]

And yes, we had agreed that he would get his armour in return for looking after the kittens, but he doesn't need it until next summer, and until then, surely there will be another occasion at which he will have to look after the cats. Twice a day. Or whatever. So he doesn't have to do it now.
